Code of Ethics and Association Policy
The Lane County Soccer Referees Association (LCSRA) officiates youth, high school, college, and adult level soccer matches under both tournament and league season formats. All games at these levels in Lane County, other than those contracted to other associations, are considered the Service Area of the LCSRA. The LCSRA may, from time to time, carry liability and/or accident insurance for its members. In the absence of such insurance, it is the responsibility of each member to provide his or her own insurance.
1. The LCSRA Commissioner or his/her appointed temporary replacement shall make all game assignments for LCSRA officials within the Service Area. All inquiries made directly to individual members by coaches or tournament directors must be referred to the LCSRA Commissioner for response.
2. Officials assigned by the LCSRA shall arrive at the match site a minimum of 20 minutes prior to the scheduled start of play. Arrival at the match site less than 5 minutes before start time can result in a fine equal to one-half of his/her match fee. Arrival after the scheduled match time can result in a fine up to the full amount of the game fee. Missed assignments shall result in a fine equal to the match fee. Such fines will either be collected directly from the official or deducted from the official’s next paycheck.
3. All officials shall arrive at the match site with full equipment and be prepared to act in a solo capacity in the event of injury or absence of co-officials. The minimum required equipment consists of: a timing device, whistle, coin, flags (2), one red and one yellow card, a pencil/pen, and writing paper. Officials should consider purchasing a countdown style watch capable of audibly signaling the end of a designated period. Referees are encouraged to carry a spare whistle, ball pump and gauge, and relevant rulebooks for the venue they are assigned to. (i.e., High School Rules Book, City League Rules Book, etc.)
4. All members shall abide by the terms contained in the “LCSRA UNIFORM POLICY”.
5. Either as a player, coach, spectator, or official, an LCSRA member shall never publicly criticize or otherwise undermine the performance of a fellow official.
6. LCSRA members shall, at all times, comport themselves respectfully toward players, coaches, spectators and fellow officials.
7. All members are required to attend regularly scheduled and announced LCSRA General Meetings.
8. The assigned Referee shall personally contact the remaining members of his/her assigned crew a minimum of 24 hours prior to a matches scheduled start time. Failure of the Referee to abide by this provision may result in the forfeiture of his/her game fee. Messages left on answering machines or with other household members are not deemed personal contact for these purposes. In the event that personal contact cannot be made with a crewmember, the Referee must notify the Commissioner immediately.
9. LCSRA members must report to the Commissioner any incident(s) of physical or verbal abuse toward any official immediately following the conclusion of a match. Any other incidents considered to be extraordinary by the assigned referee must be treated in the same manner. Examples of such incidents shall include, but are not limited to: fights, severe injuries, and/or the ejection of coaches and players. A written report of such incidents shall be submitted within 48 hours to and upon request of the Commissioner.
10. The use of alcohol or drugs (other than medication prescribed for the official by a licensed physician) during a match or in any manner which effects the performance of his/her responsibilities regardless of when used shall be grounds for immediate termination from the LCSRA as decided upon by the LCSRA Board of Directors.
Any violation of LCSRA policies and/or this Code of Ethics of the Lane County Soccer Referees Association may result in disciplinary action being taken by the LCSRA Board of Directors. Such action may include the assessment of fines, restriction of schedules, and/or the member being placed on probation. If deemed necessary, such action may also include the suspension or termination of the member from the LCSRA.
